A message dated June 6, 2003, was received stating the Governor has                                 
signed the following bill and is transmitting the engrossed and enrolled                            
copies to the Lieutenant Governor's office for permanent filing:

      "An Act authorizing a pilot program relating to state procurement                             
      and the use of electronic commerce tools; and providing for an
